Wanting to build a memorial for Theodore Roosevelt in 1925, a design competition was held. John Russell Pope won with a design consisting of a half-circle memorial placed next to a circular basin. They did not build the memorial until 1934 when President Franklin Delano Roosevelt urged congress to create the Thomas Jefferson memorial, which did not begin being built until December 15, 1938. The neoclassical Memorial was finished in 1943 and brings in many visitors not only for the history and sophistication, but as a past historical bathing beach.
